Hi, Kim. Rouleau was reportedly a close advisor to Liberal PM John Turner in the early 1980s - four decades ago. He only became a judge in 2002. More info may become available, but at this point I'm not aware of any evidence of an especially close relationship with the Liberal Party that is at all recent.
My understanding is that some of the donations made to the Liberal Party that were attributed to Rouleau by some folks were actually made by someone else with the same name. The ones that appear to be legit seem rather modest.
Strong links to the Liberal Party are an issue of concern, for sure. But so far, in my view, evidence of that is underwhelming. I fervently hope he is a man of integrity who understands that history will judge him based on how he conducts himself in this context.
The bio neglects to mention his longtime Liberal Party affiliations
